Chatroom guide edits currently select the full product gate, while sensitive deletions mixed with prose and renames into Markdown can accidentally skip it. Classify deleted and old/new rename paths with NUL records, keep owner guides lightweight, and retain complete checks for maintenance rules, shared configuration, and package metadata. A scope failure falls back to the complete gate.

Affected typecheck/build-test jobs now retain npm lifecycle scripts: the exact Git Host dependency needs preparation to supply cordisx/contracts and JSX exports. An ignore-scripts installation reproduced missing-module failures locally. Format and configuration-only jobs keep their lightweight installation. Shared quality checks use the PR head SHA and cache npm downloads.

Validation: 13 real-Git/workflow regression tests, actionlint 1.7.12 (external shellcheck/pyflakes disabled), and whitespace checks passed. After installing prepared Git dependencies, npm run check (including 378 tests), full-source ESLint, and changed-file dprint passed locally. No product runtime or public contract changed.

Full jobs use !cancelled() instead of job-level always() so superseded PR runs release their concurrency slot while scope failures still select complete validation. Evidence cleanup steps retain always(). See GitHub cancellation semantics.
