docs: command-line reference for propose_sublineages.py - #55

The docs covered the UI thoroughly but not the underlying CLI. Add a reference page documenting propose_sublineages.py's options (grouped: I/O, lineage criteria, scope, weighting/translation) plus the input/output formats, so the core functionality is documented for scripted/reproducible use. Wire it into the mkdocs nav.
