훅 해부 아티팩트를 코드와 대조하다 찾은 낡은 주석 6곳을 실제 동작대로 고친다. 로직 변경 없음.
tests/robustness-commit-msg.bats→tests/test_config_keys_match_hooks.pydetect_verify_bypass(): 마커를 쓰는 주체를 없어진 pre-commit에서 prepare-commit-msg로DRAFT-22 생성·승격 커밋도 함께 들어 있다.
