chore: update disk_maintenance default root for moved gitea-backups - #28

TypeScript 7 is the new Go-based compiler with the same type-check behavior. This repo already uses nodenext resolution, so only the dependency moves. Checks done: build, check, and node --test (184 pass, 0 fail) are green with 7.0.2. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
gitea-backups moved from ~/gitea-backups to ~/Developer/ops/gitea-backups. Point the compress-cold-files default scan root at the new path so its logs are still seen.
