Two tightenings to the subresource-escalation path in
verifyWithManifestSearch (security-verifier.js):
1. After fetchAndStoreManifest, bail early if the fresh manifest result is
itself a violation (MANIFEST_UNTRUSTED).
2. Replace the terminal `?? fetched` fallback with
`?? { status: ERROR, reason: 'NO_MANIFEST_AVAILABLE' }`.
