What
Lockfile-only bump of quinn-proto 0.11.15 -> 0.11.19 (
cargo update -p quinn-proto). This also pulls in rand 0.10.3, rand_core 0.10.1 and rand_pcg 0.10.2 as new transitive deps of quinn-proto. Cargo.toml is unchanged.Why
CI "Cargo Audit" fails on every PR due to new quinn-proto advisories: RUSTSEC-2026-0338, -0339, -0340, -0341, -0342 (patched in >=0.11.17 / >=0.11.18). Patched version exists, so no new --ignore flags were added.
