feat(ui): faster triage on issue list (search, sort, bulk actions, link rows, all projects)

Search debounce is 1500ms with placeholder 'Enter to search' (issues/+page.svelte:210): use 300-400ms + loading indicator.
Add column sort (Last seen, Events, Users) with aria-sort.
Multi-select with bulk resolve/ignore; 'Ignore for 24h', 'Resolve in next release' on issue detail.
Make issue title a real <a> (open in new tab, middle-click).
'All projects' mode in list and search.
Live updates: 'N new issues, click to load' banner instead of inserting rows / 2s 'Live' flash.
Esc-to-go-back should not fire while typing or when an overlay is open.
