What

Release prep for v0.19.0: version bump in Cargo.toml / Cargo.lock and the [Unreleased] changelog section moved under ## [0.19.0] - 2026-10-16. Nothing else changes. Same shape as #642.

Why

develop has the whole agent-as-reviewer series (#644–#649, #656–#666): agent-as-reviewer MCP tools and /cora-review skill, review/scan without an API key (--no-llm), judge seam + finalize, untrusted-judge-output gate, max_findings 50 with critical/major never hidden, the false-positive fixes for the secret and SQL rules, test-code awareness, and the audit hardening. That is new surface, hence a minor version.

Highlights worth knowing before upgrading (all in the changelog): cora scan now runs the rules engine (more findings); max_findings default 5 → 50; the review cache is keyed by the exact prompts (old entries are not hit); cora commit records its review in the history.

Testing

  • cargo build, cargo fmt --check, cargo clippy --all-targets --features tree-sitter -- -D warnings, cargo test --features tree-sitter (1258 passed), cora --version prints 0.19.0.
  • Release steps after merge (maintainer): release/v0.19.0 → main PR, then tag v0.19.0 on main (the release workflow verifies the tag is on main, signs the checksums, publishes). Not done here.
