Graduate adr-index, adr-amendment-link and claude-md-scope after seven clean days #64
Description
Three enforcement checks were added on 2026-10-12 and are at warn:
adr-index(ADR 0012 TC-3)adr-amendment-link(ADR 0012 TC-4)claude-md-scope(ADR 0019 TC-1, TC-2)
ADR 0012 §5 graduates a check after 7+ consecutive clean days or one real catch. They are eligible from 2026-10-19 if every enforcement CI run since 2026-10-12 shows zero findings from them.
Trigger: on or after 2026-10-19, read the enforcement CI runs since 2026-10-12. Graduation is one config line per check in checks/enforcement.config.json, an appended ## Graduation log entry in the owning ADR (appends pass the guard), a CHANGELOG line, and python checks/adr_index.py --write.
Done already (PR #76, 2026-10-13): word-limit and self-containment, which this issue originally also covered, graduated to block. manifest graduated in PR #68.

Scheduled: a one-time cloud routine runs on 2026-10-19 at 13:00 UTC (9:00 am New York). It reads every
validaterun since 2026-10-12 and graduates each of the three checks only if it shows zero findings, or a finding on a PR branch that was fixed before merge. If it cannot read the CI runs it changes nothing and says so here. Routine: https://claude.ai/code/routines/trig_01Yc1sjrVgnrMQXbcMWNM8x2
