chore: Node 22 for the Tailwind build; Node 20 is end-of-life - #152

Dockerfile frontend stage, ci.yml setup-node, versions.json (task versions:sync), README and stack.md prerequisites, and the deployment guide move to 22 together. package.json gains engines.node >=22 so the floor is stated in-repo, not only in the pins.
