…ck; wire go mod verify (#145) First exercise of the ADR-033 §4 graduation rule. Every check in checks/enforcement.config.json moves warn -> block with graduated: 2026-09-30 — ten of them clean since 2026-07-12 (80 days), the secrets scanner since 2026-08-19 (42 days), against a 7-day rule. task check:generated flips to -mode=block on the same evidence. Each owning ADR's graduation log records the promotion (002, 003, 007, 011, 015, 017, 021, 025, 026); the owned-elsewhere references in ADR-013/014 follow. go mod verify joins task ci as its own leg: ADR-014 §8 mandated it in 2025 and nothing ever ran it (ADR-014 TC-4 appended). stack.md, workflow.md, the reviewer role, README, the tooling and testing guides and AGENTS.md describe the gate as it now runs. task ci green locally in block mode: 11 pass, 0 warning, 0 blocker; check:generated sqlc/templ PASS.
