What

Four passages of CLAUDE.md restated history that a record already holds. Each now keeps its rule, its commands and the numbers a decision turns on, and names the record for the rest:

passage where the history lives
Latency is a feature ADR-002, ADR-004, ADR-007, ci.yml
A fast-path entry must be safe for every argument ADR-010, policy/default.yaml
The hook never gets a warm connection ADR-003
The open ecosystem ADR-005

Also adds: the pointer to docs/adr/README.md as the way in to the records, what to do when a rule and its record disagree, and ADR-012's rule that a test pinning a decision says so in its failure text.

What it did not do

No rule was removed, and the file is barely shorter: 291 lines to 287. That is the finding. Most of CLAUDE.md is rules and post-mortems recorded nowhere else, so duplication was not where its size comes from. Every fact dropped was checked to exist in the record named before it went.

It does not split the file. A directory-scoped CLAUDE.md loads only when the Read tool opens a file beside it, and sessions here read mostly through the shell, so a rule moved under test/ would silently stop loading for them.

Cost

Docs only. No bump, bundle unchanged, the paired bench step skips.

Four passages restated history an ADR already holds: the latency rule
(ADR-002, ADR-007, ci.yml), the fast-path rule (ADR-010), the hook's
connection cost (ADR-003) and the ecosystem survey (ADR-005). Each keeps
its rule, its commands and the numbers a decision turns on, and names the
record for the rest. No rule is removed.

Adds the pointer to docs/adr/README.md as the way in to the records, what
to do when a rule and its record disagree, and ADR-012's rule that a test
pinning a decision says so in its failure text.
