Description
Modified the utils.spec.ts to update test cases for the changes in utils.ts.
Updated jest.config.ts to ensure proper test environment setup.
Refactored utils.ts to fix identified issues.
Related Issue
This PR addresses issue #36 .

Ran the specific test file using npx jest _ tests _/services/utils.spec.ts to verify that all tests pass.
