Add private Hyphae Native sidecar adapter

Summary

• add a private Rust 1.86 Hyphae Console workspace with no hyphae-* Cargo dependencies
• implement a bounded v1.0.1 capabilities, scalar GET/SET, transaction-status, and typed-error codec over loopback HTTP /v2
• admit only exact reviewed release executables and supervise sidecar startup, readiness, restart persistence, and process-tree termination
• add CI gates that verify SHA256SUMS, archive, executable, dependency graph, Clippy, unit contracts, and real v1.0.1 persistence
