The strategy doesn't get called on update, which means we have to cache the previous confirmations.
We get that information already, so let's not lose it.
This reverts commits: - 17736eb "cec: only gate the manager on `--cec-control`" - cf7174e "cec: reconcile configuration on startup" There's a fix for this behaviour coming in canonical/mir#5321
Avoid claiming it succeeded - we don't know.

With the
cec-controloption enabled and a CEC adapter supported bylibcec, Frame will manage power and route input on connected, CEC-enabled displays.This will work on any
libcec-supported device, tested on a Raspberry Pi on Ubuntu 26.04.Testing might require
