Replace grafana-agent with opentelemetry-collector (revision 149) which has the updated cos_agent library (LIBPATCH 23) compatible with the library update in this PR. Use virt-type=virtual-machine constraint to work around snapd 2.73 AppArmor issues in LXD containers. Also fix outdated comment in test_charm_metrics_success. The cos_agent library LIBPATCH 23 doesn't generate job_name when converting metrics_endpoints to scrape configs. This causes opentelemetry-collector to fail with "job_name is empty" error.
