Summary

Moves the Locate .NET SDK step before the L0 tests. It exports DOTNET_ROOT and adds the dev.sh SDK and ~/.dotnet/tools to GITHUB_PATH.

Why

The first dispatched TICS run (run 36848687466) failed: dotnet-coverage is a framework-dependent global tool, and with DOTNET_ROOT unset it couldn't find the runtime (.NET location: Not found). DOTNET_ROOT was only exported after the tests had run, for the TICS step.

Testing

  • actionlint passes.
  • Reproduced locally: dotnet-coverage --version fails without DOTNET_ROOT and succeeds with it set.
  • The workflow only runs on main, so it is verified by dispatching it after merge.
