Summary

Adds a weekly (and manually dispatchable) TICS analysis workflow: builds the layout, runs the L0 suite under dotnet-coverage (Cobertura output), then runs the TICS GitHub Action in qserver mode.

Why

Onboards github-actions-runner to TIOBE TICS on canonical.tiobe.com.

Notes

  • amd64-only is sufficient; runs on the self-hosted-linux-amd64-noble-large-tiobe runner.
  • dotnet-coverage is used instead of coverlet to avoid touching upstream Test.csproj (fork churn).
  • Runs only on main (job-level gate) with a read-only GITHUB_TOKEN. If tests fail, the job fails and no analysis is uploaded, so the dashboard never gets a run without coverage.
  • The SDK installed by dev.sh lives in _dotnetsdk/<version>; the workflow resolves it dynamically and exports DOTNET_ROOT for TICS.
