Added some jira prompts for the Jira MCP

They allow to set a personality and ask specific tasks to manage Jira

I know that with this change the tables don't look as pretty in text mode, but anyway, several of them already were "mismatched", and remember that we have engineers that rely on a screen reader to use their computer.

I would limit the number of dashes to the bare minimum in MD (three) to take into account people that uses screen readers. This way it would reduce the number of bar dash dash dash dash dash dash bar dash... read by it.

There are a few mentions of "Foundations" that need replaced by "Desktop"

Also it is worth noting that currently the GNOME squad doesn't do story point estimates which might trigger agent nagging spam so the rules tell to report those missing so it is maybe worth adding those first
