docs: record the Phase 4 submissions in MAINTENANCE_LOG - #12

Two pull requests opened, two lists deliberately skipped because their own rules exclude a project this new, and two blocked by github.io hosting. The skips matter as much as the submissions: awesome-ai-tokenomics and awesome-llm-cost both auto-close mass cross-posts and review the submitting account's PR history, so submitting anyway would have cost the better slot later. The skips are recorded because they matter as much as the submissions: awesome-ai-tokenomics and awesome-llm-cost are the two best topical fits, and both auto-close mass cross-posts while reviewing the submitting account's recent PR history. Submitting today would have burned the better slot later.
