This pull request sets up GitHub code scanning for this repository. Upload clippy findings as SARIF to GitHub code scanning so clippy results appear in the Security tab alongside CodeQL. CodeQL default setup is already enabled in the repo — no custom workflow needed. Add .github/workflows/codeql.yml for GitHub's "Require code scanning results" branch protection rule. CodeQL supports Rust natively (GA since Oct 2025) with no build step needed.
Add clippy-sarif upload step to CI so clippy findings appear in the GitHub Security tab alongside CodeQL results.
