Absorb the 1sat-specific clarifications from the draft 147 tags PR (origin forms, type:, tags vs CI, name-in-CI) into this branch so 147 needs no follow-up PR. Wallet-local id: list keys stay in BRC-164. Co-authored-by: Cursor <cursoragent@cursor.com>
