docs: post-completion portfolio polish (tags, topics, CHANGELOG, CONTRIBUTING) - #10

…NTRIBUTING Repo is done (all 8 phases merged) and now public; this is pure housekeeping, no code changed. - Annotated git tags phase-0 through phase-7 at each PR's merge commit, plus v1.0.0 for the completed state -- pushed to origin separately. - GitHub repo topics set (rust, kubernetes, sglang added to the 17 already present, filling all 20 slots) -- via gh repo edit, not a file change. - CHANGELOG.md restructured from one running "Unreleased" section into a dated version heading per tag; added Phase 7's entry, which had been missing entirely. - CONTRIBUTING.md added: testing policy, conventions, and cost discipline lifted from CLAUDE.md for a reader who wants the short version. - README: top-of-file scan table, explicit "built entirely solo" line, current test/coverage numbers (277 tests, 86% coverage on CPU-testable logic), a missing Phase 7 entry in "Who should look at what", and corrected "PR pending" status now that #9 is merged. - CLAUDE.md and docs/STATUS.md: same PR-pending correction, plus a dated STATUS.md entry recording this pass.
