Summary

  • retire the legacy combined publish workflow and obsolete release-note-only tooling
  • add Git-only Release-Fix-Forward recovery planning with strict terminal-trailer validation
  • make Release Verification mode and UI-first recovery guidance explicit
  • add cut-over regression coverage for the retained Draft, Verification, Promotion, recovery, authority, and Finalize boundaries

Why

This completes the staged Release Set recovery and cut-over work while preserving Tenkit's security boundary: GitHub Actions may privately stage packages, but human npm 2FA approval, local verification, Promotion, and Finalize remain separate operations.

Impact

Maintainers get deterministic recovery after partial public approval, safer interruption guidance, and one staged publishing architecture without superseded publisher or changelog machinery. Malformed, misplaced, or multiline fix-forward markers stop planning. No new public release is performed by this change.

Validation

  • pnpm typecheck
  • pnpm test - 50 test files, 361 passed
  • pnpm release:plan -- --source HEAD - selected 0.3.0 from committed source without npm access
  • deterministic private handbook Markdown-to-HTML generation and local-link audits
  • Standards and Spec code reviews - no remaining actionable findings
