The workflows were still pinned to Node 16, but the current dev toolchain now requires newer Node versions (mocha needs 18+, @vscode/vsce needs 20+). I updated both build and publish workflows to use Node 20 in d2bb810.

I checked the failing Actions logs and fixed the actual remaining failure in c2fada9. The build was getting past install/compile, then @vscode/test-electron was launching the old macOS .../Contents/MacOS/Electron path on the current ARM runner. I updated the test bootstrap to resolve the real VS Code app executable before calling runTests().
