chore: bump oxfmt and oxlint - #186

Moves `oxfmt` to 0.74.0 and `oxlint` to 1.89.0, matching the other repositories. Only `package.json` and `bun.lock` change. `bun run check` passes locally on Bun 1.4.4: no file needed reformatting and the linter reported nothing new. `oxlint-tsgolint` stays on 7.0.2004. Version 7.0.2005 was published 2026-10-22 and this repository's three-day release-age gate holds it back until 2026-10-25.
