GitHub 공개 산출물과 코드 문서의 기본 언어를 한국어로 맞춘다. Constraint: README 로케일 쌍, 코드 식별자, URL, 기계 판독 토큰은 기존 계약을 보존한다. Rejected: 공개 산출물을 영어로 유지하는 기존 기본값 | 한국 사용자 중심 요구와 불일치한다. Confidence: high Scope-risk: moderate Directive: 새 reader-facing 문서·주석·WIP·CHANGELOG·release note는 한국어로 작성한다. Tested: 공개 skill 검증 145 passed, 1 skipped, 159 subtests; diagram 22 tests; workspace/chezmoi parity; contract validator; self-audit. Not-tested: 원격 push, PR, merge는 이 변경에서 실행하지 않았다.
