Start with the external-runtime quickstart and the release option analysis. This public Architecture B package contains the frozen Reach manuscript, source, scientific artifacts, expected outputs, pinned dependency wheels, certificates, replication records and verification procedures. It does not redistribute the unresolved Python/Microsoft runtime archive.
Validated environment: Windows x86-64 with Python 3.12.13. Users must obtain that interpreter independently from the applicable supplier under their own terms. Run release/bootstrap_external.ps1 -RuntimePython <path-to-python.exe> from a fresh checkout, then ./reproduce/scripts/verify_all.sh. No script downloads it or the Microsoft runtime.
The previously validated runtime archive remains identified for historical provenance only: SHA-256 8d92b7cea8da5368466121091466604be6bac622e17d24cd5221b0769a1003a9. It is not included in this public release. The immutable scientific artifact hash manifest is preserved; the Architecture B verifier explicitly records this one external historical prerequisite and checks all other frozen artifacts.

Scientific sources, designs, seeds, resources, results, and claim ceilings are unchanged. Reach-0 measures the frozen controlled behavioral comparison. Reach-1 measures the declared staged generator's constructive closure and same-evidence shadow comparison. The claim ledger and verifier define the claim ceilings; no portability beyond Windows x86-64 or immediate arbitrary-machine reproduction is claimed. The original publication/redistribution status remains administratively unresolved. This package is not a permission grant.
