chore(release): backmerge direct GCP runner migration - #41

Static runner classes replace the capacity router: universe-gcp-small, -medium, -large and -release, all ephemeral JIT runners on Compute Engine. Host-pinned jobs (baselines, production cutovers) stay on the local fleet. WarpBuild and the router are retired. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
