Documents the development candidate in bitcoinuniverseio/inscribe#203 and the remaining requirements tracked in bitcoinuniverseio/inscribe#202. It distinguishes local configuration, vault, review and test repairs from unverified native Signet settlement and legacy API completion. No live capability, deployment, or functional GO is claimed.
