Clients and admins can now query the effective resolved value for any code
and scope context (AC-3, BR-1):
- ResolvedAppConfigurationDto: Value, ResolvedScope, SourceConfigId, Found flag
- ResolveAppConfigurationQuery + handler: delegates to IConfigurationProvider
.GetWithPrecedence(code, tenantId, suiteId, moduleId); redacts encrypted
values for non-admin callers ("***")
- Endpoint: GET /app-configurations/resolve — guards tenant isolation for
non-internal-admin callers; mirrors the IdpConfiguration resolve pattern
- 5 new tests: found/not-found, suite scope, encrypted redaction, admin access
Tracker: gap #5 marked closed.

Simplifies the UMS README files as fast entry portals. Adds clearer start paths, role-based navigation, standards and applied-reference links, UMS vs Evolith authority boundary, compact repository map, and bilingual symmetry. No workflows or hooks changed.
