Raised by the local cross-family review of LibreChat-AI#16246 (findings local:be4a585:L-003 and local:b7a1ed2:L-002).
When useGetEndpointsQuery() fails with no cached data, the chat list filter's Endpoint row opens as an empty submenu, with no loading, error or retry state. Anything already selected stays listed and removable (that part is handled in LibreChat-AI#16246), but no other endpoint can be chosen, and nothing tells the user why.
Expected: while the endpoints query is loading or has failed, the Endpoint row says so, and on failure offers a retry, instead of opening an empty menu.
