chore: remove swept-in dashboard artifacts and reconcile tracker - #121

Remove dashboard.html, dashboard_alloc.html, and dashboard_newtrader.html from the index (generated --publish-dashboard CLI output, not source) and add them to .gitignore so they are not re-swept. Mark TICKET-050 (#98) and TICKET-051 (#100) VERIFIED: both issues are closed and their code/tests are present on main.

Remove the three dashboard HTML files that were swept into the index by a prior save-progress commit. They are generated output of the --publish-dashboard CLI mode, not source, so they should not be tracked; add them to .gitignore to prevent re-sweeping.
Also mark TICKET-050 (#98) and TICKET-051 (#100) VERIFIED in the tracker: both issues are already closed and their code/tests are present on main.
Gate: pytest 608 passed, ruff clean, mypy clean (20 files).
