Scratch flake loop for #633, closed and deleted once it ran. Do not merge.

It loops tests/e2e/machines.test.ts 40 times on Windows with #633 merged into #613's loop branch; the other loop jobs are off.

Chrome writes a net log kept for a traced failure, a stalled request says
whether its headers reached the wire, and every E2E shard loops whole on
Windows with disk latency, queue length and Defender CPU sampled each second.

Scratch loop done: runs 39217636391 and 39217636399 passed with #633 merged, so it is closed as its description planned.
