What

A3-R22, A3-R23 and A5-R18 sat under a heading reading opened, carrying a note that said it flips to landed with the change that satisfies them. beatrax#717 merged, so it flips.

- # ── A restatement the bank booked on another day (opened 2026-09-12) ────────
- # The heading flips to landed with the change that satisfies them; they are
- # named here rather than left out because a goal nothing tracks is a note.
+ # ── A restatement the bank booked on another day (landed 2026-09-12) ────────
   "A3-R22", "A3-R23", "A5-R18",

The note goes with it: it described a transition that has now happened, and the other reason it gave — that a goal nothing tracks is a note rather than a commitment — is what the whole file is for and is already stated in its header.

A3-R21's own heading was flipped by #100 when beatrax#711 landed; only this one was outstanding.

Why it is worth a PR of its own

manifest_check.py reads these headings on every push, and a heading that outlives its cause is precisely the failure the 2026-09-05 audit was opened over — D3-R16 sat under "(landed)" from this file's founding commit while nothing told an upgrading reader their money had been unallocated.

The agent that raised #102 deliberately left this as a follow-up rather than claiming the landing in advance, which was the right call: the marker is a claim about the product, so it cannot precede the product.

Verified

integrity.py clean · manifest_check.py clean (1 manifest, 373 goals) · typos clean.

A3-R22, A3-R23 and A5-R18 were listed under a heading reading opened, with a
note saying it flips when the change that satisfies them lands. beatrax#717
merged, so it flips.

The note goes with it. It described a pending transition that has happened,
and the reason it also gave — that a goal nothing tracks is a note rather
than a commitment — is what this whole file is for and is stated in its
header.

A3-R21's own heading was already flipped by #100; only this one was owed.
manifest_check reads these headings on every push, and a heading that
outlives its cause is the failure the 2026-09-05 audit was opened over.
