fixes the EPIC public document sync so it does not return zero documents when no document type IDs are configured.
Changes included:
fall back to fetching published project documents when type filters are not set
add better logging around fetch, pagination, mapping, and sync skips
add optional local debug limits with EPIC_PUBLIC_MAX_PAGES and EPIC_PUBLIC_MAX_DOCUMENTS
update sample.env with the new settings
