P1 Badge Bump the Claude hook dependency floors

When this manifest advertises the Claude plugin as 0.23.0, both PEP 723 launchers under plugins/claude-code/hooks/ still require only basic-memory>=0.22.1, so uv may run the 0.23.0 plugin against the older CLI. The mismatch also makes uv run pytest tests/test_claude_plugin_hooks.py -q fail for both hooks (0.22.1 != 0.23.0). Include and stage both Claude hook scripts in this release bump.
