Replaces the ad-hoc developer setup with one locked command contract that local work, hooks, and CI share, and makes releases run only from a commit CI has already verified.

Changes

One locked setup and one non-mutating check (justfile)

  • just setup installs the locked Python deps (uv sync), the docs deps (pnpm install --frozen-lockfile), and the git hooks; safe to rerun in a new worktree.
  • just check runs ruff format --check, ruff check, ty check, and pytest without modifying files. CI runs exactly this.
  • just test (fast, no coverage), just cov (coverage with fail_under), just fix, just docs, just docs-dev. Bare just lists them.
  • UV_LOCKED=1 for every recipe, so a stale uv.lock fails instead of being rewritten.

Type checker: pyrefly replaced by ty

  • pyrefly removed entirely; ty runs in just check, the hook, and CI. ty found three real typing gaps in utils/template.py, fixed here.

Python 3.10+ and dependency cleanup

  • requires-python = ">=3.10", code moved to 3.10 syntax (X | None), the pathlib backport dependency dropped.
  • The relocked uv.lock (urllib3 2.8.0, requests 2.34.2, pytest 9.1.1, filelock 4.1.0) clears the 9 open Dependabot alerts on main.
  • Dev tools moved to a uv dev dependency group (pytest 9, pytest-cov 7, ruff 0.17, ty, pre-commit 4.6). The Nix package no longer needs the pathlib/pytest-cov workarounds.

Hooks

  • pre-commit runs the locked ruff and ty through uv run --locked (no .venv/bin paths), so hooks match CI on every OS. Tests stay out of the hook to keep commits fast.
  • just setup sets core.hooksPath to a tracked .githooks/pre-commit that runs uv run --locked pre-commit run, so each worktree runs its own locked pre-commit and no hook embeds a checkout's .venv.
  • .worktrees/ is gitignored.

Tests and coverage

  • The default pytest run no longer collects coverage or writes reports; just cov and the CI coverage job enforce fail_under = 45 (the current level, to be raised).

CI (ci.yml, replaces python-package.yml)

  • just check on ubuntu/windows/macos x Python 3.10-3.14, plus coverage, docs build (Node from docs/.node-version, pnpm from packageManager), and nix flake check with a kilm --version smoke test.
  • Actions pinned by SHA, uv and just pinned, persist-credentials: false, read-only permissions.

Releases now trigger from successful CI on main (release.yml)

  • workflow_run on CI, only for successful pushes to main of this repository, and every job checks out the exact head_sha CI verified.
  • Publishes only when the pyproject.toml version is absent from PyPI. Builds the sdist and wheel once, runs twine check --strict, smoke-installs the wheel and checks kilm --version, publishes that artifact to PyPI (trusted publishing stays bound to release.yml), then verifies PyPI serves the same hashes before creating the tag and GitHub release.
  • PyPI and the GitHub release are checked independently, so "Re-run failed jobs" finishes a partial release.

Fix found in review

  • find_all_templates kept the later of two same-named templates (without its source library) while warning that it kept the existing one; it now keeps the first configured library's template.

Docs and clutter

  • AGENTS.md is the single agent/contributor instruction file; CLAUDE.md contains only @AGENTS.md.
  • CONTRIBUTING, README, and the docs development/contributing/installation/getting-started pages use the new commands and Python 3.10+.
  • Removed the unused spec-kit scaffolding (memory/, root scripts/, root templates/, .claude/commands/) and the stale PLAN.md.

Not in this PR

  • No version bump, tag, or publish.
  • Max lint strictness (ruff ALL, ty all-error) and the refactor it needs come in a follow-up; ruff rules are unchanged here and ty runs at its default rule levels.

Verification

  • just check (ruff, ty, 233 tests) and just docs pass locally; nix flake check passed.
  • Release plan logic exercised locally against existing PyPI versions (0.5.6, 0.2.2) and an absent one (9.9.9).

📝 Walkthrough

Walkthrough

The pull request updates development setup, CI, and release workflows; replaces legacy optional type annotations; changes template discovery and banner iteration; and removes the former feature-planning command system.

Changes

Development and release workflow

Layer / File(s) Summary
Development commands and toolchain
.github/workflows/ci.yml, .pre-commit-config.yaml, justfile, pyproject.toml, pkgs/kilm.nix, flake.nix, docs/.node-version, .gitignore
Adds shared just recipes and uv-based hooks, updates development and package configuration, and adds CI checks for test, coverage, documentation, and Nix workflows.
Contributor setup and project guidance
AGENTS.md, CLAUDE.md, README.md, CONTRIBUTING.md, docs/src/content/docs/community/*, docs/src/content/docs/guides/*
Updates project and contributor guidance for the new setup commands and Python 3.10 minimum. CLAUDE.md now references AGENTS.md.
CI-gated release publishing
.github/workflows/release.yml, .github/workflows/python-package.yml
Replaces the previous package workflow and release triggers with release planning after successful CI on main. The release workflow validates package and release state, publishes artifacts when needed, and checks published hashes before creating a GitHub release.

Python annotations and runtime behavior

Layer / File(s) Summary
Command and interface annotations
kicad_lib_manager/commands/*, kicad_lib_manager/interfaces/*, kicad_lib_manager/main.py
Replaces Optional and Union annotations with built-in union syntax. Command options and defaults remain unchanged.
Service and utility annotations
kicad_lib_manager/services/*, kicad_lib_manager/utils/env_vars.py, kicad_lib_manager/utils/file_ops.py, kicad_lib_manager/utils/metadata.py, tests/import_zip/helpers.py
Updates optional and union annotations to equivalent built-in syntax.
Template processing and banner iteration
kicad_lib_manager/utils/template.py, kicad_lib_manager/utils/banner.py
Template discovery skips unnamed entries and keeps the first duplicate. Planned output records use a named tuple. Banner iteration now raises ValueError when its three input iterables have different lengths.

Feature-planning workflow removal

Layer / File(s) Summary
Remove planning commands and supporting artifacts
.claude/commands/*, scripts/*, memory/*, PLAN.md
Removes the feature specification, planning, task-generation, prerequisite, and agent-context workflows and their associated planning documents.

Review fix in d5de614: the Release workflow's GitHub publication is now rerun-safe on its own.

Before, the github job trusted the plan job's has-release snapshot. If GitHub created the release and the job then failed, "Re-run failed jobs" kept has-release=false and gh release create rejected the existing release.

Now the job runs .github/scripts/github_release.py, which re-reads GitHub on every run:

  1. The v<version> tag, if present, must point at RELEASE_SHA.
  2. With no release, it creates a draft without assets; a draft for another commit is rejected.
  3. It uploads only files whose asset is missing or has a different SHA-256 digest (--clobber).
  4. It publishes a draft, which creates the tag at the verified commit.
  5. It verifies the published release, tag commit, and asset digests.

An already complete release passes with no writes. The plan job now counts only a published release, so a leftover draft is finished rather than treated as released.

Verification: tests/test_github_release.py reruns after a failure at each write (create, partial upload, publish) and covers a stale asset and releases of another commit. A read-only run against the real v0.5.6 release accepted it without writes and rejected another commit. actionlint, zizmor, just check, nix flake check, and CI on d5de614 (18/18) pass.

Move dev tools to a uv dependency group (pytest 9, pytest-cov 7, ruff 0.17,
ty, pre-commit 4.6) and drop the pathlib backport dependency. Coverage is no
longer part of the default pytest run; fail_under records the current 45%.
Hooks run the locked ruff and ty through uv run on every OS and leave tests to
just check. The Nix package no longer needs the pathlib and pytest-cov
workarounds.
ruff --fix rewrites Optional/Union annotations now that requires-python is
3.10. ty found three real typing gaps: untyped variable dicts in template
make, nameless templates stored under a None key in find_all_templates, and
files planned as heterogeneous dicts in create_project_from_template.
just setup/check/test/cov/fix/docs/docs-dev wrap the native tools; every uv
call asserts uv.lock is current. Pin Node 22 and pnpm for the docs, and
ignore .worktrees/.
CI runs one OS x Python 3.10-3.14 matrix of just check, plus coverage, docs,
and the Nix build, with SHA-pinned actions and a pinned uv. Release now runs
after CI passes on main, builds and smoke-tests one artifact, publishes it to
PyPI, then tags and releases the same files; each job checks its own target so
re-running failed jobs finishes a partial release.
AGENTS.md is the single agent and contributor instruction file; CLAUDE.md
imports it. CONTRIBUTING, README, and the development, contributing,
installation, and getting-started pages now use just and Python 3.10+.
find_all_templates warned that it kept the existing template but replaced it
with the later one, which also lacked source_library and library_path.
pre-commit install writes the installing checkout's .venv into the hook that
all worktrees share, so setup in a worktree broke commits once it was removed,
and other checkouts ran a pre-commit from a different lock. setup now points
core.hooksPath at a tracked script that runs uv run --locked pre-commit in the
committing checkout.
…shing

A v<version> tag without a GitHub release skipped the plan check, so PyPI
published irreversibly before the github job rejected the tag.
The github job trusted the plan job's has-release snapshot. After a run
that created the release but failed before the job succeeded, "Re-run
failed jobs" kept has-release=false and called gh release create again,
which rejects an existing release.

The job now runs .github/scripts/github_release.py, which re-reads
GitHub every time: it checks the tag points at RELEASE_SHA, creates a
draft only when no release exists, uploads only assets whose SHA-256
digest is missing or differs, publishes a draft (creating the tag), and
verifies the published release, tag, and assets at the end. A complete
release is accepted without writes; a draft or tag for another commit
is rejected.

The plan job counts only a published release, so a leftover draft is
finished by the github job instead of being treated as released.

Tests cover a rerun after a failure at each write (create, partial
upload, publish), a stale asset, and releases of another commit.
