Adds
ferrum-cli, a Rust-native application for local LLM inference with Metal/CUDA acceleration and OpenAI-compatible serving. The entry follows the documented crate-link template and alphabetical placement, and includes the project CI badge.I maintain Ferrum and am submitting the v0.8.4 project for consideration.

git diff --check; crates.io 0.8.4 and the CI badge URL are both live.
