Closes #79. Covers record-growth discipline (with the CWE 4.19 precedent cited directly), schema versioning (formalizing the existing alias pattern), and deprecation policy (modeled on CVE's rejected-but-permanent approach). The deprecation policy's schema implementation is explicitly out of scope, tracked separately for the v1.2.0 bump.
