The owner wants to try the latest Windows EXE manually, but browser qualification currently prevents any installer from being built. Add a default-off, main-only manual trial channel that explicitly discloses failed UI acceptance; standard dogfood and formal signed-release paths remain strict.

Manual trials still require backend/frontend/runtime/extension checks, production dependency and RustSec audits, migration and cross-process recovery, artifact/checksum/secret audits and installed-app smoke. There is no grant, data-loss or unknown-effect bypass. Known Role Intelligence panel visibility failures remain tracked as unresolved.

Also fix a harness variable-order error: construct role_tasks_by_job before passing it to the receipt wait helper.

Validation: actionlint and mandatory-gate assertions pass; focused harness/endpoint/artifact tests 35 passed, 2 platform skips. No local package build.
