Purpose
Prepare installer 0.3.8 from exact qualified main
86a2f05e6a72bd4bdb7cf53b1475ceed4b915624. The previous public 0.3.7 CLI fails the unchanged helper's exact Developer ID caller requirement. PR #559 fixed the sealed CLI signing identity; PR #560 added a strictly idle, signed older helper transition. A new immutable version is required to publish those changes.Canonical operation
