Scope
Fail closed when an existing enabled system helper belongs to an older installer app. The CLI registration path now binds the current verified installer version to a fixed-label native system-job readback of the parent bundle, Team, signing identifier and helper program. A stale 0.2.4 registration cannot be presented as 0.3.5 ready. No helper replacement or host mutation is performed by this PR.
