Generates project/README.md with the repository-owned project/readme.sh ticket-index generator while preserving the root product README. Records the bounded ticket evidence and moves the implementation to PUBLICATION only after Validator Agent registration and the no-bypass main ruleset became active.

Validation: project/governance-check.bat --actor agent (GOV-PASS); python src/data2dsl_contract_v0/validate.py --self-test (CONTRACT-V0-PASS); generator idempotence and root README digest are recorded in ticket evidence.
