What changed

  • formally closes the already integrated project-overview ticket
  • adds ADR-001 for subactor/twin Observation and EvidenceRef
  • records the exact EXTEND verdict, pinned evidence, field-level gaps and consequences
  • updates ticket-002 evidence and the Phase 1A checklist

Why

data2dsl needs an evidence-backed observation/evidence boundary before
defining comparison contracts or implementation. The current Twin lineage is
useful but does not yet define deterministic scalar/set value semantics or
reproducible evidence resolution.

Impact

Documentation and governance only. No product code, dependency, external
repository or runtime behavior changes.

Checks

  • project\\governance-check.bat --actor agent: GOV-PASS, 0 errors, 0 warnings
  • Twin checkout: 73 passed, 7 subtests passed, 1 Windows path-separator failure unrelated to Observation/EvidenceRef semantics
  • git diff --check
