A personal contribution to UNGA81 by Luke Nathan Hayes, Minjerribah / North Stradbroke Island, Queensland, Australia. September 2026.
This illustrated edition brings the full contribution together with its reference register, original PDF and connected public work. It is an independent personal contribution, not a United Nations publication or endorsement.

On 22 September 2026, the author supplied the "New Reference Links" edition. It replaces the earlier PDF at the same public address, with its bytes preserved unchanged. Its reading text is unchanged after layout normalisation; its references and clickable links are updated.
The five reading chapters preserve the PDF’s body wording. Line and column breaks have been removed, lists made semantic, and sections grouped into web pages. Display titles, navigation, summaries, illustrations, links and clearly marked reading notes are web-edition additions. Validation compares the body against the transcript after normalising layout and punctuation. The PDF remains the authoritative copy.
All 31 reference descriptions from the current PDF are retained, with layout line wraps joined. Added links are labelled when they are supporting sources, related projects or incomplete matches. This is a publication of the contribution, not an independent fact-check of every claim. Proposals and prototypes retain their stated status.
Entries 17 to 19 contain one unchanged Word original each. AUKUS is dated 24 August 2026; Veitacini is Word revision 2 edited 28 August; BE LAU is revision 3 edited 27 August, including author edits absent from the earlier Markdown copy. Matching archive and local duplicates were omitted. These are the latest matching versions found in the checked local files.
Three further papers were added on 22 September 2026, preserving their original bytes:
| Reference | Document | Selected version |
|---|---|---|
| 30 | Fiji-Australia Vuvale Union | Word revision 3, edited 29 August 2026. |
| 31 | Local government funding and financial sustainability | Original 11-page PDF. |
| 32 | AI and data centres Senate submission | Shorter submission, Word revision 3, edited 27 August 2026. |
References 30 and 31 follow the updated PDF's numbering. Reference 32 is a web-edition addition. Earlier Markdown, archive and draft copies were omitted after comparison. The longer "Do Not Put All Our Eggs in One Basket" discussion draft is not included, as requested by the author.
Document provenance and checksums records the selected versions. Word files can also be opened using the free LibreOffice suite.
This can be done entirely on GitHub:
- Open the documents folder. Choose Add file → Upload files, upload a public PDF or original document, then commit to
main. - Open data/references.json, choose the pencil button and find the matching reference number. Add the file path to
links, updatestatusand explain the file innote. - Commit the edit. The Actions page shows the automatic checks and deployment. Once green, refresh the public library.
Example link, only after the named file exists:

{"label": "Read the public submission (PDF)", "url": "documents/public-submission.pdf"}
],
"status": "Document available",
"note": "Original public submission, added by the author."Keep the entry’s other fields, including its number and original description. Use simple filenames with hyphens for new documents. Preserve supplied originals unchanged and check hashes before adding another version. Different formats should be explicitly labelled, rather than uploaded as unexplained duplicates. A missing local file fails validation instead of publishing a broken download. This site has no browser upload service; the owner manages files through GitHub.
Edit data/references.json. Entries contain id, title, category, description, links, status and note. Confirm URLs before adding them, preferably using official institutional sources. Third-party publications can stay as links rather than copied files.
Add new entries using the next unused number, starting at 34. Preserve existing numbers 1 to 33. Use one of the existing categories: Institutional sources, Author documents or Connected projects. Search automatically includes additions. Website reference totals are calculated from the register when the site builds.

}An entry can have several links. Local paths begin with documents/; external URLs begin with https://. References have stable addresses such as library.html#ref-17.
Entries 13, 22 and 23 have partial links with explanatory notes. The separate 2016 WEF scenario, Try Everything Once and time/intelligence/income resources remain to be added. The C-Hour introduction now has its public page above its repository link. Unavailable project Pages addresses are omitted; working repositories remain linked.
Reference links were refreshed on 26 September 2026: Aura links to its main overview, the Aura Matrix Studio app in progress, the planned local Aura Genesis implementation at 82 Claytons Road in Amity, and the Aura Genesis page on P4A; P4A uses p4a.xyz and the three cinema repositories; GAJRA Earth includes Infinity, the Claude build and the public hub; local government links first to Parliament's official submissions list, where Luke Nathan Hayes is submission 2. Public project pages appear before their GitHub repositories. ready SET Co-op leads with its newer Cultural Intelligence Node, focused on community-scale compute. The separate 500 Queens Venture Capital proposal is reference 33, cross-linked with Mutual Futures. The About page links to Luke's world of work experience, Strange but True, i C infinity music universe and Project Atlas.
Warm ivory, coral, sunshine yellow, sea-glass green and lilac support large editorial type, original illustrations, tactile cards and restrained hover effects. There is a responsive layout, labelled controls, meaningful image alternatives, visible keyboard focus, a skip link, reduced-motion support, print styles and a custom 404 page. Device fonts avoid external font requests.
Reading text and reference links work without JavaScript. JavaScript enhances the compass, reference search and filters, reading progress, section highlighting and menu behaviour. Responsive images have explicit dimensions; lower-page card images load lazily.
There are no analytics, advertising, accounts, third-party embeds or tracking cookies. Search stays in the browser. GitHub hosting and external sites have their own privacy terms.
Eight heroes, fourteen chapter illustrations and the garland icon were generated with OpenAI image generation on 21 September 2026. They are imagined editorial concepts, not evidence of completed buildings, working technology, real events or institutional participation.
The revised visual direction connects personal Aura intelligence, mutual ownership, robotic production, creative life, civic computing and long-horizon civilisation. It draws on the contribution, three supporting submissions, the author's July 2023 Aura document and the linked public work. The horn-torus programming structure is one layer of Aura; user-facing concepts include smart wearables, reflection, personal context and useful intelligence in the moment. Speculative horizons and future research are identified in captions. No current wearable integration or completed future infrastructure is implied. Images are provided in two responsive sizes, with captions and meaningful alternatives; chapter illustrations load as the reader approaches them.
Visual direction and source reading explains which ideas each part of the imagery represents and how differences between older and current sources were handled.
Hero prompts · Chapter illustration prompts · Favicon prompt · Image files · Favicon master.
Heroes use 768px and 1536px WebP variants. The garland has ICO, PNG, Apple touch icon and web-manifest versions. Original hero masters remain with the author; the generated favicon master is included here.

Build, validation and GitHub Pages deployment. |
Edit source data or the builder rather than generated HTML. Deployment rebuilds pages on each push, including edits in GitHub’s editor. Refresh generated HTML locally when changing code so repository previews stay useful.
GitHub Pages uses GitHub Actions. Pull requests run checks; pushes to main check and deploy. A failed check prevents publication and the previous successful site remains live. The workflow uses standard GitHub Pages actions, read-only repository permission and scoped deployment permissions. There is no custom domain.
Checks cover local links and anchors, unchanged original PDF bytes, all original reference IDs, body fidelity and eight unique heroes. Browser QA covers 1440px, 390px and 320px layouts, image loading, overflow, keyboard menu dismissal, compass controls, reference filters and empty states, deep links, return-to-top and reading without JavaScript. External links can change; check dates record identification, not permanent availability.
