Add a welcome greetings section to the README

This update introduces a friendly welcome message in the README file to enhance the initial user experience for the Atlassian extension for VS Code. It aims to make new and existing users feel appreciated and provide a positive introduction to the extension.

Key changes:

File Change Description
README.md Added a "Welcome!" section with a greeting message to engage users.
CHANGELOG.md Documented the addition of the welcome greetings section under version 4.0.32.
