fix: make Mission Control dashboard generic

Summary

• convert dashboards/mission-control.yaml into a generic open-source Lovelace dashboard using only HAPSIC contract entities
• remove site-specific location, pressure, Zehnder, and local entity suffix references
• document the dashboard entity contract and clarify that personal dashboards belong in personal HA config

Validation

• public dashboard YAML parses with views as a list and one panel card
• privacy scan found no Amarillo, gw1200b, Zehnder entity, or _2 references in the public dashboard
• HAPSIC pre-push presubmit passed all stages, including ESPHome validation/compilation and Python/C++ parity tests
