What changed

This PR carries three KIT-partition documentation updates from the reviewed public-safety work:

  1. README.md — release notes for the rule encodings.
  2. choreography/open-source-contribution.md — the fresh-branch contribution requirement.
  3. choreography/self-improving-flywheel.md — stale-tree and mirror-fork safeguards.

Final trim ruling

Proteus applied the final trim-to-partition ruling. The branch was rebuilt on live main and retains exactly the three paths above. The other 38 paths were removed because they are outside the live KIT partition: 31 newly introduced paths and 7 restored paths.

Gate scripts and hashed-policy test wiring remain in the separate publish lane. This PR does not claim a release-gate or CI result. The runnable composition checks on the pushed tree pass: build/check-lock.py reports PASS ingredients=7, and tests.test_kit_lock reports 28 tests passed. This repository has no CI workflow or check-runs.

Verification

Shaka independently verified the live head as 3 modified paths, 67 insertions, 0 additions/deletions/renames, byte-identical kept-path content, no new leaks, and green runnable composition checks. Partition-absent verification gates are documented as unavailable, not passed.

Architecture ruling (overnight-rebase3): trim to partition. The branch is
rebuilt on the current live main and carries only the three paths the live
partition already tracks:

  README.md +23
  choreography/open-source-contribution.md +14
  choreography/self-improving-flywheel.md +30

Each path is preserved byte-identically from the PR head a9b0147 — path-only
trim, no content edit.

Dropped (38 paths): the gate scripts (build/verify-all.py,
build/check-internal-names.py, build/check-unique-headings.py), the hashed
policy and its test wiring, the review-repair validator corpus, the TEAM files
the partition removed, and CHANGELOG.md / choreography/review-repair-workflow.md.

Those gate scripts stay in the publish lane, not inside this branch. No
release-gate runner exists in the partition: build/verify-all.py,
build/check-internal-names.py and .github/workflows/verify.yml are absent from
this tree, so no gate or CI result is claimed here.
