[CLEANUP] Unused process_revision_directives function

Removed the unused process_revision_directives function and its registration in migrations/env.py. This function was being explicitly registered even if conf_args didn't have it, but it was confirmed that removing it maintains standard Flask-Migrate functionality while cleaning up unnecessary boilerplate. Verified with flask db migrate and flask db upgrade tests.
